CAVC’s Low Income Home Energy Assistance Program – or HEAP for short – has assisted Ventura County households with utility bill payments since 1981. HEAP qualifications specifically target low-income households, especially those home to senior citizens, disabled individuals, and families with young children. Payments to households are determined by household size and income, along with costs of utilities in Ventura County at the time.
Due to limited funding and in accordance with Federal law, our agency has activated its priority points system.
We are accepting all applications, however, currently HEAP qualifications specifically target low-income households prioritizing applications with higher energy burdens, lowest household income and vulnerable household members (senior citizens, disabled individuals, and families with children under 6).
Payments to households are determined by household size and income, along with costs of utilities in Ventura County at the time.
In 2025, payments to households ranged from $301.00 to $566.00 and were granted to families across Ventura County.
