The Low Income Household Water Assistance Program (LIHWAP) is a one-time assistance program designed to help households that have past due or need assistance with current water or wastewater bills.
Fill out the application below. Applications can be emailed to heap@ca-vc.org, or mailed to our headquarters in Oxnard.
Walk-in applications are welcomed Monday, Tuesday, Wednesday, and Friday between 8:30 am and 4:00 pm.
Households must receive service from a community Water System or Wastewater provider that is participating in the program in order to be eligible.
